2020 Year in Review – Public & Third Sector

2020 has been a hugely difficult year for many, particularly in respect of concerns about health, wellbeing and financial security.  The Office for National Statistics estimated in September that the UK economy was around 20% smaller than at the end of 2019, bringing unprecedented headwinds for the UK’s businesses.  The pressures on Public Sector bodies and third sector organisations have varied; needs have been considerable, combined with “lockdown” making delivery challenging, whilst funding from usual sources has declined significantly.

Charity VAT Opportunity – HMRC clarify treatment of digital advertising

The zerorate relief for charity advertising has provided significant benefits for charities since its introduction for newspaper advertising in 1986.  Over the years, there have been a number of changes to the relief which have generally extended the scope to cover broadcast media and all advertising, whether it be fundraising or recruitment adverts.

Responding to Change in the Public and Third Sector

The impacts of “lockdown” to deal with COVID-19 have shone a light on how we go about our lives.  Much of the illumination is humbling and uplifting; such as the reminder of the immense contribution of key workers and examples of flourishing community action. These last few months have also exacerbated and highlighted equality gaps – for example for low earners, those in deprived areas and many living alone with care needs.

IR35 Off Payroll Working – Lesson to be learned from the public sector changes & HMRC ‘nudge’ letters

Unless you have been hiding under a rock you will be aware that back in July HMRC issued draft legislation on their proposed changes to the current IR35 Off Payroll Working rules in the Private Sector from April 2020, bringing the rules in line with those implemented to the Public Sector in April 2017. While HMRC are looking to introduce these changes due to their estimate that they will bring in excess of £1billion additional taxes, there is still a lot to be learned from when these changes were introduced to the Public Sector and actions to be taken to ensure businesses are ready for carrying out their new obligations from next year and that HMRC’s tools are fit for purpose.
